-Exercises the right to limit the number of items a customer can buy with coupons and will also limit purchases to reasonable family-size quantities. (read not stock-pile friendly)

I had a big run-in with Target last week.
I wanted to buy 2 Vitamin Waters.
I wanted to use a cents-off coupon with the first item, and a BOGO coupon with the second item.
The cashier wouldn’t let me use the coupons this way. Her take was that you could either use a cents off coupon on each item purchased, or a BOGO coupon for every two items purchased.
I talked to the manager, who agreed with her, and I talked to Target corporate 800-number, they all agreed. At Target you cannot use a cents off coupon with the first item and a BOGO with the second item.
This is the only store that has ever told me this in a year of serious couponing. Yet another ding in the long list of couponer-unfriendly practices at Target.
